[ckan-dev] python version for ckan

Currently ckan 2.0 requires 2.7 if nothing else because of the use of
OrderedDict.  I think this is something we have slipped into and maybe we
should revisit our requirements.

Is this acceptable or should I add support for older versions of python?

If we are supporting older versions of python it might be worth setting up
a pyenv for the older version etc
