[ckan-dev] CSV data parsing

Hello Alex,

The datastorer should be able to figure out the separator by itself. However, there was a problem with the underlying messytables library which prevented it from doing so. However, this has been resolved now. Could you upgrade messytables to the latest version and see whether it's working now.
