[ckan-dev] Vagrant + Chef + CKAN

Hi,

I don't know if there's already a CKAN Chef recipe. I looked for one but
couldn't find, so I did it. It's not a proper recipe, as it's intended just
to setup a dev machine, and not be deployed. But it already helps :-)
