[ckan-dev] Move contributing to CONTRIBUTING file?

I think it's a good idea.
As for developer pages, why don't we just link from the CONTRIBUTING
file to http://docs.ckan.org/en/latest/index.html#for-ckan-developers?
I don't mind the Wiki for them either, these pages shouldn't change
that much but I've been pointing to this link for a while now.
