Comments on the user stories for related items - mostly looks good,
but a couple of queries.

"We would also want to give portal owners and dataset owners a way to
moderate these additions, but also showcase them, potentially adding
their own (internal, existing) re-uses of their data."

They can just add their stuff like anyone else, no? This suggests a
special mode of adding, but I assume you don't mean that.

"As a dev-user I want to link to my app from the data portal (not
necessarily specific to a dataset) to get more users and show off what
I've done with open data."

What is a "dev-user"? Also, what is the rationale for linking to apps
that aren't related to any data on this portal? I mean sure I might
think my app is so great it should be linked from every website in the
world, but beside that? I'm not sure if this is something you actually
want, or something you've slipped in because the functionality is
already there. I think the value of this is negative, in that it's no
longer very clear what the feature is for. At least as the portal
owner I want to be able to disable or hide such 'orphan' apps, if any.

Related to that is the following:

"Related items associated only to a private dataset should be hidden
until dataset is made public"

That would make perfect sense if all apps/related stuff had to be
related to a dataset. But if you have non-related 'related' items, it
interacts very weirdly. I can add an app (unrelated to any dataset),
which is publicised, but if I then relate it to a private dataset, it
becomes hidden! Not sure if that's what you intended.
