Looks like you didn't replace MAJOR_VERSION with the relevant version
number (8) on the first step:

echo "deb http://apt.ckan.org/ckan-1.MAJOR_VERSION lucid universe" |
sudo tee /etc/apt/sources.list.d/ckan.list

Just edit the file /etc/apt/sources.list.d/ckan.list and do sudo apt-get update
