[ckan-dev] New translations policy

Hi all,

One of the aspects we are most proud of about CKAN is its support for
multiple languages, which allows to reach as many users as possible.
This is thanks to the incredible work of dozens of volunteer
translators that help make the CKAN available in many languages [1].

We want to make as easy as possible to contribute new translations and
improve existing ones, and that's why we have modified our
translations policy.

The gist of it is that translations will become available on Transifex
as soon as we start a release branch, and will be kept open after the
release so users can improve and extend them. The updated translations
will be added on successive patch releases, provided that they pass a
review (as with any other patch).

As of now, the translations for the past versions of CKAN are enabled
again on Transifex.

We'll see how this new policy goes during the next releases, as ever
any feedback is greatly welcomed.
