[ckan-dev] CKAN require PostgreSQL 9.3 or 9.4?

Since ubuntu is frequently used as the reference for installs (at least it
is in CKAN docs), the logical step would be to require the default postgres
version provided with the lastest LTS (Trusty 14.04) which I think is 9.2
(to be checked)

Going from 8.x to 9.x is probably the most significant jump. For example
for geospatial data, it also means going from postgis 1.x to 2.0.
