[ckan-dev] CKAN require PostgreSQL 9.3 or 9.4?

CKAN currently requires PostgreSQL 8.3 but the CKAN tech team is keen
to increase that - how far can we go without causing problems? e.g.
can we make CKAN require PostgreSQL 9.3, released a year ago? Or even
9.4 that's just come out?

block you upgrading CKAN.
