[ckan-dev] CKAN PHP client

My colleague has written a new CKAN API client for PHP and I wanted to
make people aware.

I've added an entry for it on the wiki:

It uses Guzzle for the HTTP. Packaged using Composer. Also on Github.
Covers a number of action functions for reading/writing packages,
resources, etc. Comes with tests.
