[ckan-dev] Enabling Disqus - or another issue reporting

I try to enable Disqus as per

I am uncertain wheather this should be / can be enabled as an extension 
(we already have one) or simply added by changing read.html in 
templates/package/read.html

BTW: There is also snippets/disqus_trackback.html - how does this relate?

Our primary goal is to allow users to report issues with data sets. How does

fit into the picture (haven't tried that one)
