Local resource I mean the pdf file is on the local disk of the ckan web server. Yes I have used the ckan.plugins in the ini file to enabled the pdf_preview. I have 2 instances of CKAN one running on 2.1 and the other one on 2.2. In both cases the pdf preview is not working for me.

What do you mean my local resources here? If you're on 2.2 and above, the name of the extension you should enter for ckan.plugins line is pdf_preview.

I even tried using smaller (50KB) pdf file. Is there CKAN site where I can see the pdf preview working?

It sounds strange to me, on my experience it should work. Also, I don't get why you don't have any error messages. Sometimes I get the dark grey view but it is because the resource is too big for the proxy and I get a message that tells me that or other kind of errors.
