[ckan-dev] Upgrade CKAN source install from 2.1.2 -> 2.2.1

Hi,

Unfortunately you’ve run into a bug (obviously).  
Fortunately it’s being fixed - https://github.com/ckan/ckan/issues/2029 <https://github.com/ckan/ckan/issues/2029> but there’s no current ETA.  

If I can get a quick agreement on an approach on irc, I’ll take a look this evening.
