Harold,
Your JSON file is delivered to your browser with the header
"Content-Type: application/json" as you'd expect, and I think it is
normal for your browser to decide whether to display it or download
it. JSON is pretty readable so it makes sense to display it. I imagine
CKAN could add extra headers to tell your browser to download it, but
I'm not sure that is normal or desired - you'd have to build a case
referring to well-known examples on the web where the behaviour was
different.
The problem with downloads without file extensions - are you using
CKAN 2.2? I think you hit this issue:
https://github.com/ckan/ckan/pull/1534
and you just need to upgrade to 2.2.1.
