[ckan-dev] Update private/public dataset fails

This is an unrelated solr issue that we've run into in the past.
Temporarily, if you do a paster search-index rebuild, it should work. A
more permanent fix is to upgrade to a newer version of solr. I've still not
managed to isolate a particular reason for this happening, though.
