I can't answer all your questions, but still help a little.

if it has not been disabled, there is a nice API call for this:
/api/util/status, e.g. http://data.gov.uk/api/util/status

This is used for ZIP-Files, to tell what kind of files are wrapped in the
file. But I don't know how/when/if it's filled.
