[ckan-dev] Datapusher in CKAN 2.3 as Ubuntu package

Starting on 2.4 site_url is checked to see if it starts with http, so
hopefully that will save some headaches (but of course
datapusher/ckanserviceprovider should crash more gracefully on this
situation)
