[ckan-dev] Migrate CKAN instance to docker

If you only want to dockerize the CKAN part, you can see
https://github.com/okfde/infra/blob/master/offenedaten/Dockerfile
for some inspiration on how to add custom python modules, ckan extensions
and config. I would ignore almost everything else in that repo though, it
is NOT a good example of how to set up CKAN and the other services together
using docker.
I'm hoping to try out the datacats method soon, that looks great.
