[ckan-dev] Serve XML NOT JSON

Thanks Oliver!

The CKAN.org site already references stackoverflow on the contact page but
under the developer menu it just mentions the mailing lists. I'm just
emailing the steering group folks to let them know the AI and content
changes I'm proposing to clear this up.

I'll take a look at that question but I don't actually code much anymore
myself, so I'm little help with most questions once they go past use cases
and solution architecture.
