[ckan-dev] CKAN API 'extras' field

You have to send the file as a multpart post to resource_create or
resource_update, or use a file object with ckanapi
https://github.com/ckan/ckanapi/#file-uploads

Unless you've modified your dataset schema you'll have to pass a dummy
value for the url field as well.
