Hi Dan,

Tyler Kennedy has done some work towards a plugin interface for activities
that might fit this.

You could register an activity type for the request with the requester info
and it could be made to appear in the organization feed, along with
activities for accepting, rejecting etc. That would avoid the need for
another model and would integrate with existing APIs.

Regardless it would be great to see this as a reusable extension.
