[ckan-dev] URL's ignoring site_url configuration

One of the problems we are seeing related to this:

Mixed Content: The page at 'https://dco.tw.rpi.edu/ckan/dataset/new_resource/b25a0a9f-b778-4b78-931f-408730105c6c' was loaded over HTTPS, but requested an insecure XMLHttpRequest endpoint 'http://10.0.1.29/ckan/api/i18n/en'. This request has been blocked; the content must be served over HTTPS.

Even though we have url rewrite maps in apache configuration it’s not mapping this.
