[ckan-dev] tags filter with special character

Hi,

Just discovered that CKAN doesn't like when a tag containing a special
character is used as filter (like in
http://ckan-server.net/dataset?tags=activit%C3%A9&_tags_limit=0)
I'd like to try to fix this, but I need some clues. Where should I look
into to decode properly the URL qstring ? My WSGI error stack isn't very
clear on where it happens.
