[ckan-dev] Passing package metadata as URL arguments

Hi CKAN Dev:
I have use-case where I'd like to give users a head start on populating the
fields for a new dataset or a new resource. Passing the values through the
URL is a flexible way to do this.
For example this URL
https://my.ckan.org/dataset/new?title='the title'&author=johndoe
would copy the title and author values directly into the corresponding
fields on the new dataset page.

Does CKAN support this, or has that been tried before?
