[ckan-dev] Why is tracking summary no longer stored in solr ?

That's part of one of my changes from about 3 years ago. Looks like I
misunderstood how the tracking info was being used, I'll revert that
part of the change and let's see if we can backport the fix to
supported ckan versions.
