[ckan-dev] jsonpdataproxy over quota

As I point out in the CKAN issue linked to, I'm more than happy to take on
maintenance of this service if someone gives me access. I would try to
update the messytables package inside to do a better job of interpreting
more exotic CSV file formats. We're probably stuck with the Google
deployment because that link is embedded in so many CKANs. Perhaps at best
we'd need a Google app deployment that redirects to another service. Ugh.

I'd also suggest a PR that displays a banner to admins that this resource
view was made possible by jsonpdataproxy, and that they should think about
installing datastore.
