[ckan-dev] FileStore - no deletion?

Could be good to bundle clean ups for both filestore and datastore into
this extension.
As Karen mentions our generic version of the Swiss cleanup command is
sitting at
https://github.com/data-govt-nz/ckanext-dia/blob/master/ckanext/dia/commands.py
Feel free to reuse.
