[ckan-dev] IRC channel

Happy to give Gitter a go. I had reserved the ckan namespace years ago just
in case, so I went ahead and created a public chat:

https://gitter.im/ckan/chat

If it works fine it would be great if you could update the docs Kevin, I'll
update the website and the IRC channel topic.

Can people try to join to see if it's working? Also I'd like to know what
kind of account users need to join (Github, Twitter or ar Gitter one)

I'll miss IRC too, but the truth is that with the latest spam waves and
having to restrict access to registered users the number of people on the
chat has reduced drastically.
For those that really want to stuck with IRC there's always
https://irc.gitter.im/
