Ok, this was probably triggered by the admin version of the package edit form and it's probably what fixed the problem ( http://knowledgeforge.net/ckan/trac/browser/ckan/authz.py#L67) 

The flag had gone lost with the previous edit (http://ckan.net/revision/diff/dbtune-audioscrobbler?diff=a99c98be-767a-4e49-9025-2472b2d18b9c&oldid=66a47b9e-232a-4838-8674-66fa1a5c76e1), which I assume was done via the API. I have no idea why that would null out the state, though.
