[ckan-discuss] API (rest) template back in ckan i18n

I've just put the templates/rest/index.html (which gets presented at
/api/) back into the i18n system (It got removed a while back when
that page had lot of technical stuff in it and explains, for those
wondering, why /api/ may not be translated on your site).

We probably need to update the pot and push to transifex ckan repo so
people can translate in run up to v1.1 release -- would you be happy
to take care of this?

I don't think there will be many more major changes to string stuff
before v1.1 which is planned for (near) start of July [1].
