So what we are doing *is* valid but it might be better to have
absolute urls. Issue for that is we need to configure it somewhere so
different instances work correctly.

We certainly want to have permanent urls on individual instances.
Whether ckan.net wants to aggregate every individual country instance
data in one place I'm not sure (pros and cons ...).
