See below for some info about potential for abuse of the rating system
in its present form (due to GET request nature). To avoid this going
forward I think we should restrict package rating to logged in users.

Does this sound sensible or is it important to have continue to allow
rating of packages by non-logged in users?

Egon, we have temporarily had to shut off the rate functionality due
to a bot problem (basically package/rate is currently allowing GET
requests and the bot was not respecting nofollow and making a *lot* of
requests per sec).

We're looking to fix this problem but in the mean time we've
re-enabled rating so please rate away ...
