Richard et al. I've started working out URLs for the
licenses, minted URIs as http://purl.org/okfn/licenses/<license_id>
Doesn't dereference to anything yet but will shortly.
Some of these will have owl:sameAs pointing elsewhere
where there is an RDF representation. Planning to do
some modelling of precisely what the licenses mean
using the CC vocabulary (ideally this means that we
can write rules to derive open/non-open and
incompatibility).

One thing I'm not entirely sure how to handle is
attribution. What we are calling licenses are really
license *templates* the actual license for some data
or software comes when we fill in the blanks. So each
instance of a use of a license is in some sense new...
Following this thread might get too elaborate quickly
though...
