Just to update people who were wondering all of the loads issues were
traced to a single "bad" piece of code in a bespoke plugin for
specific ckan instance (not ckan.net). With this plugin disabled all
load issues have gone away. We have also implemented a more robust
caching architecture so even if we encounter this sort of issue in the
future it won't cause general problems in the same way.
