Something along those lines is what we'd like going forward certainly,
the main problem with doing it straight away though is that there are
definitely edge cases that haven't been tested in terms of how that
would work with the new revision system. For example, if a user
creates a package/catalog which has a pending state and they aren't
automatically an admin for it, then I don't think they could even view
it afterwards. We'd also have to create a way for admins to be
(automatically?) notified about pending packages. But if you want to
test it out somewhere then great, we'll see how it goes, I don't think
it should be a big problem in terms of auth.
