[ckan-discuss] List of CKAN instances updated

I've just updated the list of CKAN instances. It appears we're on 28
(and counting!).

If any are missing I'd be most grateful if people could add them to
the wiki and ping the list.

I also did some minor updates to the CKAN project page, which we
should probably pay a bit more attention to:
