The tool approach could work, but I would prefer the other way round.
Less tools to maintain in working order the better. (Especially if your
project is a multi decade one).
A secondary benefit could be that CKAN records could be expressed as RDF
making them more reusable as well.

For example the triple
http://purl.uniprot.org/void#UniProtDataset dcterms:accrualPeriodicity
http://purl.org/cld/freq/monthly
would let you know that you should try to update the data once a month.

While this triple tells you when the data was updated
http://purl.uniprot.org/void#UniProtDataset_2013_07 dcterms:issued
"2013-06-26"^^xsd:date

And this one tells you who created the data
http://purl.uniprot.org/void#UniProtDataset_2013_07 dcterms:creator
http://purl.uniprot.org/void#UniProtConsortium

etc... exact triples you need is to be decided of course. But working
together with the discussion at the w3c would be nice.
