That is not a single quote. Its a Greek smooth breathing mark :-}
So I am not sure if this is a red herring or not.

I did another experiment today, uploading a file into CKAN instead of pointing at a URL.
This time, the Greek goes through OK, and the datastore works. See

(as opposed to http://ckan.it.ox.ac.uk/dataset/lexicon-of-greek-personal-names/resource/fe03ffd5-21cf-43e2-964e-174ff2241b24)

so this suggest the problem is in the proxy thing which grabs data from a URL.
