[ckan-discuss] DCAT format field

I've been thinking about tightening up resource format values in CKAN.
Following some discussion at the core team call today, it's proposed
that instead of 'CSV', we store the mimetype 'text/csv', and be more
in tune with DCAT.

It would be great to get a solid 1:1 two-way mapping between CKAN and DCAT.

I've thought through a number of issues on this issue, and welcome
comments there.
