[CKAN-support] Filestore problems

Hi George,

A while back, you had Queensland run into an issue with the filestore
because persisted_state.json file was missing entries. We've had this
happen to people on the mailing list as well and I've diagnosed it further.
It's because ofs, the library that we use for the old filestore isn't
thread-safe.

I've sat down and wrote a script <https://github.com/ckan/ofs-hero> to
regenerate the file. Might be worth looking into if QLD does run into it
again.
