[Ckan-users] Setting up harvest extension; consumers register but harvest actions error

I'm setting up CKAN and the harvest extension in docker on ubuntu trusty.
I'm generally following the production deployment instructions as those are
the closest fit to a docker deploy.
I've successfully installed the harvester extension, and made it as far as
having redis running and can successfully start the consumer queues, and
those run apparently without error.
When I try to run a "harvester run" or "harvester sources" command, those
give me errors that I'm not sure how to resolve.
paster --plugin=ckanext-harvest harvester run
--config=/etc/ckan/default/production.ini
KeyError: "Action 'harvest_jobs_run' not found"
paster --plugin=ckanext-harvest harvester sources
--config=/etc/ckan/default/production.ini
"Action 'harvest_source_list' not found"
I'm guessing that I'm missing a setup step somewhere, but I'm not sure what.
