[datacatalogs] [Add new group] Taiwan

Hello everyone,

I am from Taiwan, http://www.opendata.tw/ (site in maintenance now sorry)

And I'd like to add a new group to Data Catalog : Taiwan

Taiwan is now join the circle of Open Gov Data in the World with a beta 
testing http://data.gov.tw/
But also several open data portals from different services / departments 
/ ministries.

So I'd like to add a new group Taiwan to reflect the situation now in 
Taiwan.
