[data-protocols] DataPackage Python module

Hi all,

I searched around for a python module I could use to load and work with
Data Packages but couldn't find any.

I therefore created a module I could use for that purpose and thought
I'd let you know.

I've uploaded it to pypi (so you can pip install it):
