[data-protocols] DataPackage Python module

Hi Tryggvi

That's great.  Will investigate whether we can make use of this on DGU although it would be great if it was possible to use data packages for import/export to CKAN core.

I'm a big believer in libraries increasing uptake of things like this, not least because it dramatically lowers any perceived barrier to usage.  We should have a concerted effort to get libraries done in a couple of other major languages.  I'd suggest Ruby, Java, R would be a good place to carry on.

I'm happy to take on the JVM based one ….
