For now my package only loads data packages (because that's what I
needed) but it shouldn't be that hard to implement export functionality.
It has also crossed my mind to use Data Packages as an alternative way
to load data into OpenSpending but I haven't started thinking about it
in detail.

Me too. Libraries save developers the hassle of reading and learning the
ins and outs of the standard when they just want to use it, e.g. to read
data out of the package.
