[data-protocols] DataPackage Python module

Hi,

A working, but incomplete library for Java is at https://github.com/rossjones/datapackage-java

At present it can only be used for reading, and I'm not yet (not enough tests) sure that I've got all of the bases covered wrt fields but it is pretty simple to change stuff around (more LOC displaying output than actually doing anything).
