[dcat-be] Issue: license on metadata

Hi all,

You've all already heard about the validator we've built at 
http://dcat.be/validator. This is now validating against DCAT-AP. Yet, 
I'd like to introduce some Belgium specific requirements. This is a 
first discussion I'd like to start:

The Federal Open Data strategy says open by default and CC0 is the 
default license. Should we check the dcat:Catalog to have a link to 
http://creativecommons.org/publicdomain/zero/1.0/ with a predicate 
dct:license?
