[dcat-be] Requirements on how a DCAT-BE feed should be published

Hi all,

This is a second  discussion I'd like to start for the DCAT Belgium 
validator at http://dcat.be/validator. This time it's about how the dcat 
catalog is represented online (for "object interoperability").

  * The DCAT feed should be given in a machine-readable format which can
    be directly transformed to RDF. For example: JSON-LD, RDFa,
    text/turtle, RDF/XML, ...
  * The DCAT catalog document should have a HTTP URL and should be
    directly accessible (no registration or cookies required)
  * CORS headers should be enabled so that it can be directly used from
    client-side javascript applications. Both HEAD as GET should be enabled.
  * If it is too big to be in 1 document/page (regardless of the
    serialisation format), we require HTTP link headers to the next page
