It's written in Drupal and is completely independant of CKAN.  I don't
know if it's built from scratch or not; I've asked one of the CKAN
developers at data.gov.uk; but he's not aware of the structure.  In
theory the drupal code of data.gov.uk is open source; but doesn't seem
to be available anywhere (unlike the CKAN code [1]).  It should be
possible to get a copy of it if needed.
