[ECODP-dev] Actions for pre-launch

Hi Darwin,

and not to forget the page showing the publisher list to those that
have at least one package associated with.
I promised to deliver to the PO a conversion table between the nal an
the publisher name in the ckan instance so that they can do user
management.
